COUNTY ROADS

County highway numbers are not posted in Monroe County, but they can be found as the second line of digits on S.I.N. (Structure Identification Number) markers (shown above) placed at culverts and bridges. Generally, odd numbers are assigned to E-W roads and even numbers to N-S roads. Beginning from the Town of Webster in the northeast of the county, the numbering scheme progresses south through Penfield and Perinton, then north again through the next row of towns, and so on in an overall westward direction across the county. Numbers above 235 and 254 are newer designations and are scattered throughout the county. With very few exceptions, each number corresponds to a single road name, not necessarily a continuous segment of roadway.

Although extensive, the county highway system is less dense than in similar urban counties, such as Erie and Onondaga. There is also considerable variation between towns in the proportion of town roads to county highways. In certain towns, such as Parma and Irondequoit, very few of the primary highways within their borders are town roads, whereas in the Town of Chili are almost all of them are. Still other Towns contain about equal proportions.

In 2007, a significant maintenance transfer was enacted between NYSDOT and Monroe County. As a result, several state reference routes were eliminated and replaced by county highways, and several state touring routes, such as NY 252A and NY 360, were also transferred to county maintenance. At the same time, NYSDOT assumed responsibility for a number of county roads that previously overlapped a state touring route (such as the north ends of NY 19, NY 259 and NY 260). NYSDOT furthermore gained control of the O'Rorke Bridge and its approaches, which became reference route 943F.
